beats me...maybe it was because it was different magic?...or maybe because he was made from an enchanted tree...granted I pretty much always thought the stranger was Pinocchio, but by the end of the mystery of who he was i had pretty much convinced myself that Pinocchio was going to originally have been a real boy...and somehow was turned into an enchanted puppet based on all those magic rules from multiple people. Rumple has some very similar ones also...
